OK, the R100 is either PL or DPL from the factory, not both, and to field change from DPL to PL it is a very hard event ... you need to change some prom that is nearly impossible to get. I've seen a few of these proms pop up on eBay and sell for $50-$100 each.
If you are lucky and have a PL R100, the tone is changed under the software just after you program in the freq.
The R100 was one of the 1st software programmable radios and the software is simple but a pain to work with. Like early DOS software you have to learn to understand it's simple command structure because the documentation is sparse to say the least.
One last thing, when you get the software and are using it, make sure you are using a slow, slow, slow computer. The software is 1980s vintage and you must use a slow DOS machine with it. I just get by with a 233 Pent1 ... you really should use a 486 machine!
If you have a DPL R100 the best you can do for PL is to run the R100 in carrier and rig an outboard TS32 or TS64 with it.
