I have seen where elements are sent out for re-crystalling (different
freq) and come back with a stick-on label showing the new freq. Maybe
the labels came off, revealing a freq that is no longer in the element?
(I've actually had this happen to me before.)

  Perhaps ...

  1) the Channel Elements are on a frequency that the radio is not
     tuned to or ...

  2) there are no crystals in those Channel Elements ...

  3) the ground return for the Channel Elements selector switch in
the control head is not connected to ground - anywhere.
