You specify a location using longitude/latitude. Then you define a path either with another point (long/lat) or with a range and bearing from the starting point.
The program creates a terrain profile between the two points and then, using the Longley-Rice iterative terrain model, calculates the path-loss between the two points. The freeware program uses 10-meter resolution 30-arc-second terrain data.
