Are you sure it's not the battery?  TX draws lots more
power than RX.  See if you can monitor the voltage
during transmit, the PLL can become unlocked with a
voltage drop.  Bad battery contacts?

I might have a 4AT here that I might sell, that would
be cheaper than a repair job.
