A common problem with that series of radios, and indeed most handhelds of that vintage, was the PTT switch going flaky. I'd bet it's bad. Got a spkr-mic that you can try? If the sp/mic sounds ok, it's the switch. Of course, the sp/mic jacks could be bad too, so if it sounds bad, it doesn't really prove anything.
