Randy, 

You really do need the manual and a good multi-meter 
(as in Fluke 70 or 80 series)... or the Motorola 
supplied metering box. 

If you don't find a manual, email me off the 
list and I'll try to help you with some basic 
checks and some possible diagram help after 
those checks.
