But it defeats the purpose of having tone in the first place: if all 
repeaters have a 100.0 decoder, anyone who is transmitting 100.0 will 
frequently be bringing up more then one repeater, and we're right back 
where we started...

If you mean adjacent area repeaters having different tones, yes, that's 
what is supposed to happen. If you mean a 'community repeater' concept 
on the ham bands, while there are certain uses for it, generally hams 
want to hear everybody for casual conversations at least. A 'CR' would 
be ok for certain public service/emergency situations, although the 
'monitor before you talk', or lack thereof, would be a problem, since 
most ham rigs don't have an easy way to monitor.
