Merry Christmas Ralph and the List, Sounds more like a repeater trouble than a subscriber unit trouble. The 200 Hz. Tone level is probably a little too light. Most mfg specs call for +/- 750 hz CG deviation and between 500 and 750 seems to work pretty well. Less tone will probably chop with full modulation.
I would make sure the repeater receiver was properly aligned and make sure the IF was centered. Distortion or compression might make the tones difficult to decode. Power supplies and working voltages are a must.
