I dom't think that I have seen a TM-7V. I looked on the Kenwood site 
and didn't find it. If you mean the TM-V7A, what you need is already 
brought out on the front of the radio it's on the "packet" 
connector. I forget what it's called but it is something like "busy" 
or something. If you have a schematic of the radio that you're 
working with you can tap the Squelch switch if it is brought out. 
Most radios these days have a receive busy indicator most are LEDs 
you can tap that with a transistor buffer circuit.
