...and out of those 80%, most don't receive well because of 
self-desense.  The others are usually deaf simply because the carrier 
squelch is set too tight.  I've even heard some CTCSS-access systems with 
tight carrier squelch.  I guess the owners can't stand hearing any noise & 
would rather cut you off if your signal dropped below 20 dB quieting.
