Hi Don,

Sounds like the COS may need to be inverted.  Check the COS line with a 
volt meter.  If a voltage is present when you open the squelch it's active 
high.  If there is no voltage when the squelch is open it's active low.  
Now check the controller and make sure it configure the same as your 
squelch action.
