Now unders Applications & Gaming\ Port Range Forward I have this;
5198 to 5199 Open, Proto. BOTH, and have it enabled
5200 to 5200 Open, Proto. BOTH, and have it enabled 
On Port Triggering I have the same thing on Triggered range and
Forwarded range.
Now it works on a Win2000 machine...but not the Win98 computer.  When
I disconnect from the test server...it will repeat "disconnected" or
"time out" if I let it run long enough.  It is just not fully
connecting up.
