[Repeater-Builder] folded dipole antenna id

http://www.hokeynet.net/6dipole/   Anyone know anything about this antenna?  The label's fallen off but I was told it is 450-470 and was made by DB Products. But I don't recall ever seeing one like it. Will it pull down into the ham band?   Thanks, Steve   YAHOO!
