The frequency stamped on the tone has nothing to do
with the tolerence range of it. PL tones are stamped
to .1 Hz, but will generally work +- 1% or so, and are
spaced at 3-4% intervals.
This is probably a similiar tolerence, given the fact
that PL and 2 tone come from the same "era" and
started by using the same technology "reeds". I would
guess that +-1% should work fine for seting off a
2tone decoder, maybe even more- for sure the tones
don't have to be "right on" or even within .1% for
reliable operation.
