The only wireless carrier I know of that supports a corporate public entity free of charge lease for public safety and Hams is T-Mobile, AT&T used to do that also until Cingular bought them out. These are only the towers that the carrier owns. Most cell sites are owned by a tower company, like American Tower. Nextel might be doing it where there have been Public safety sites that were rebuilt but they are merging with Sprint and that will go away when those lease expire.
I am un-aware of any tower company currently offering Hams free site lease. They all take monthly rent, as in cash and lots of it...... Best bet is to get with either a City or County Emergency MAnagement group and work a site from that angle, or find a Ham operator that works for a cell phone company to try negotiations with them. Next, try some other businesses, like a trucking company that has a 100' or more tower and would like some help to clean up or repair there antenna system. Make a friend that owns a 2-WAY radio company and has tower sites or even a broadcast station engineer that is a HAM.
