Every voter I've ever seen requires COR/COS in some way. The Motorola 
and GE voters are normally configured to use what is called 'status 
tone', with the link path being phone lines. The status tone is active 
continuosly. When the remote rx opens squelch, it mutes the status tone 
encoder, which indicates to the voter on the other end that a signal is 
present.
Without some sort of indication of COR/COS, there is no way for the 
voter to know whether what it is seeing is valid signal or not, and it 
will likely vote to something it shouldn't.
