As I recall, the Commission used a computer routine to search the ULS
database for records (LMR, STL and RPU) that had never filed a "construction
notice". This was for many records, not just Part 22.  As far as I know..
all those "active" records were cancelled as of Feb. 1, 2006....  But rumor
has it that staff is still accepting construction notifications until the
end of this month.
If you have questions regarding any licenses..  use the ULS search page and
click the "Reference Copy" link just above the returned record.  In the
record there is a column labeled "construction deadline date" at the
far-right.  If there is a date in this field...  bad...  if it is empty then
you possibly are OK.  The record may not be complete, as a lot of data
wasn't transcribed from the old paper records... but it may still be a valid
license.

In typical Commission fashion, it is about as clear as mud!!

There was an FCC audit of part 22 freqs last year. If you weren't
constructed, or failed to answer the letter, your license was pulled.
I bet if you search ULS, you won't find very many Verizon licenses left
on VHF/UHF. Maybe some, but not many.
