I guess the lesson here is -- don't let anything happen so bad FEMA *has* 
to take over. 'nother words -- fix it at the local and state level if at 
all possible. And *don't* turn it all over to FEMA. 

But I'm talking out of my hat. Nothing to see here -- run along.
