I have operated several RCA TAC-200 mobiles converted to repeaters and 
experienced the intermittent kerchunking problem with each of them.  It 
seems the squelch circuit generates short spikes on the CAS output, even 
with the squelch set rather tight.  My solution on each of them was to 
build a 200 millisecond delay circuit and place that in series with the 
CAS to the controller.  Until the squelch has been open 200 ms there is 
no CAS output to the controller, and the kerchunking went away.  The 
squelch can be set quite loose and still have no intermittent key-ups.

If your controller has a key up delay option, that might be used to 
accomplish the same thing, if that turns out to be your problem.
