Well, I have the VHF version of this station.  It sounds like the
tuning procedure is the same for either.  I too, was not happy with
the results obtained with tuning by the book.  

As suggested in a post (I believe by WN3A) these actually are Z
matchers, and should be tuned for best efficiency.  I tuned these
things by slowly and carefully watching the current draw and power out
simultaneously.  It takes some time, but there are combinations that
will yield considerable reductions in current draw for the same PO. 
You may also have to expand or compress the coil near the capacitors
and continue all possible combinations of adjustments.  And you should
go through each amplifier several times, after making adjustments on
the others.  All adjustments interact to some degree.  I was able to
reduce each amplifier's current from 15-16A down to 12-12.5A, with the
same PO.  To me, that is worthwhile.
