If all looks good, then it might be an idea to get some fresh coax (removes the water problem) and invest in a new phasing harness if needed, if finances are a problem then it might be worth just increasing the output power, providing the SWR is ok, a sort of compromise until you can replace whatever in the plant is causing the problem.
I hope you get to the bottom of this.
