This is a common problem. The MICOR receiver was desgined with the PL 
decoder over riding and forcing the UNmuting of the audio. Resulting 
in very long 'squelch tails'. There is a jumper configuration for the 
AND squelch function in the manual. 

Jumpers on the Audio Control Module:

JU1 OUT for AND squelch
JU4 OUT
JU11 IN
C37 OUT
Jumpers on Tone PL Decoder board: Should be no changes.
