The source most likely is an ATV repeater as they are allowed to transmit shuttle mission as well as any other repeater. Please refer to FCC Rule 97.113(e).
No one specifies wether it IDs or not, but that would be one obvious tell tale that it is a ham. Most likely she is seeing the Input which is why it is not IDing and someone is transmitting the shuttle mission from their QTH full time key down. Cable TV is AM, and these baby monitors receive FM, typically 15 MHz deviation in the 2400 to 2500 band, two of the four channels fall withen the ham allocation. Hams have been modifiying the Wavcom wireless video senders for years. And I have never seen a cable company that carried NASA-TV, they are so far from the main birds that no one wants to waste a dish on just them.
