I ran into something similar on an R100.  I tried to use 5 khz steps in 
binary coding, and found that the synthesizer only responded to every 
third step.  Maybe this is happening.  I programmed 146.22 in the rec 
and 146.82 in the tx and they locked right up.  Like you say, moving 
5khz and ool sure sounds like a numeric problem.  You may need to tweak 
the VCO as well.  Wonder if both TX and RX are out of lock, and if you 
try and read back if it programmed correctly?  Also there is a Restore 
Defaults tab in the software that may be useful if the sys mod has 
become corrupted.  Had a UHF repeater that would not make channel guard 
tone, and had to reinit the sys mod to bring it back - much better than 
a $k + module.  Seems like TQS3353 R16A is already out of date.
