Plug in your computer, cycle the tp-163 tone panel power and 
you should see some type of dos prompt (at your communications 
screen) if your comm software and cable are properly set up. 

Even entering garbage with a return key should give you some 
type of keystroke & enter response.  

Otherwise you have a cable type problem (ie require a null modem) 
and or the software (comm program) baud rate (communications speed) 
problem (probably not set right. 

After some time working with rs-232 connections... we in the 
industry learn a few tricks that seem to work out really well. 

We buy serial Lap-Link cables (the dual ended type available from
HSC Electronics real cheap), a few gender changers, a Null-Modem 
unit, an LED RS-232 Status Display (from Jameco Electronics real 
cheap) along with at least one or two db-9 to db-25 adapters. 

With the above in hand... we can pretty much figure out how to talk 
with any common rs-232 device/port.


After the cables are put in place and the comm software running... 
Watching the lighted rs-232 display we can see the proper connection 
status and null modem display. In the case of software testing you 
can slow the serial baud rate (speed) down to 300 baud to see the 
led TX Comm line "wink" (turn on & off) with outbound data.  Then 
you would know if everything is properly set and follow-up by 
bumping the baud rate back to the normal value.
