We called that hatchet a guillotine on the KC-135 Looking Glass and the E-4 
(747) aircraft.  And on one flight on the E-4 I was on, we had to cut the wire 
and drop it in the gulf when it jammed while reeling it back in.
   
  By the way, I was hooked up to the Secret Service blade antenna (no Secret 
Service on board without the president) on the bottom of the E-4 and worked all 
up and down the state of Florida while the antenna was being reeled out.  Even 
got acused of jamming a QSO on 146.52 in Mobile AL between a ham and his XYL.  
I could not convince him I was air mobile, as he could not hear any engine or 
wind noise - HI.

I am not sure, but do know there was a remote hatchet for emergency cutting of 
the wire. If the aircraft had a problem did not want to take all that time 
reeling in the antenna. Wire aint cheap, but a C-130 at the time went for 
$25,000,000.
