Just because they are a utility, does not preclude whether they can have
share holders or not. How do I know the difference? Well 27 years at a
PUBLICLY held, City Owned utility. No, that company cannot have a MAJOR
profit, and they answer to the public. My former employer, the Board of
Public Utilities, is such a public utility. Now on the Missouri side of the
state line, you have Kansas City Power and Light, and Yes they ARE a private
based corporation with share holders, and I believe they are publicly
traded. BUT either way, there are minimum standards for voltage that they
GUARANTEE. So, I would try and contact anyone who can tell you what voltage
bandwidth is guaranteed. In the case of BPU it is +5% and -10% of nominal
voltage. In the case of 120VAC it is a large window. But in my experience
and if it was the BPU, I would be out setting a recording voltmeter, and/or
discussing with engineering if there is a possibility of changing  primary
taps on the transformer to meet specs. Either way, 103 is WAY too low, and
well outside anyone's specifications and changes to the service has to be
attempted 1st.  In the summer here in KC we would put on capacitor banks on
the 3 phase to compensate for all the loading from ac and such. Industrial
areas are on a time clock basis, and residential are controlled by
temperature. 
Either way, make some noise, it will have to be fixed on their end.

Especially considering they are a utility, and aren't supposed to even 
HAVE shareholders...or profits beyond expenses.
