15 KHz is WWAAAYYYYY to much deviation.  It should be more like rougly 4.5KHz,
and some would say 3.5 Khz.

One time I had to get the repeater coordination council involved because an
adjacent channel digipeater was running about 7 Khz deviation.  They were
forced to comply.
