In a perfect world, you are correct. Unfortunatly, I don't think anyone has seen that yet. Just for one example (and I'm sure there will be dozens more here shortly), our local coordinting body was non-functioning for a bunch of years (insert jokes here about your own coordinating group). During that time, I moved or majorly modified a half dozen repeaters. Yes, I did my homework and when they got re-organized, I gave them all the new information. Some of them had to be re-coordinated and some they just didn't care. So there are hundreds of circumstances and all will have different outcomes depending on the governing group you are in.
