Seems like this thread came up a couple of years ago. Just like then, I'm going to once again disagree with the above statement. Why? Because I have several VHF circulators originally tuned to 152 MHz & they tuned down to 146 MHz with no problem. It's true that a circulator made for 160+ MHz probably won't tune all the way down to 2 meters, but moving only 5 MHz or so from the original frequency isn't going to be a problem in most cases.
