I will once again have to agree.

 

Some are tunable, some are not.  Look at the unit.  

 

If they are not tunable, the price is negotiable.  Call the manufacturer,
they're real people.  "We are hams and it needs a tweek".

 

It's not broken, just needs an adjustment.

Seems like this thread came up a couple of years ago. Just like then, I'm 
going to once again disagree with the above statement. Why? Because I 
have several VHF circulators originally tuned to 152 MHz & they tuned down 
to 146 MHz with no problem. It's true that a circulator made for 160+ MHz 
probably won't tune all the way down to 2 meters, but moving only 5 MHz or 
so from the original frequency isn't going to be a problem in most cases.
