Amen Paul, However, the owner is a Government Agency, very slow to both react and follow up with an adequate solution. When I was last involved with the project everyone was still pointing fingers at the other person. Rather than properly deal with the problem they simply relocated some of the more problematic sources to "a less troublesome location". Less was not a complete fix but it did allow the system to be signed off as operational so all the involved parties could go home for dinner. Your tax dollars at work...
