No, it means only what it says. The FCC could impose this by regulation if 
deemed appropriate. It is not required of licensees in the amateur service, but 
it is absolutely a valid consideration for broadcast services, where applicants 
without adequate resources will not be able to service the public in the manner 
they propose.
