John, as distasteful as this stuff is, the issue is certainly relevant to 
anyone responsible for a repeater. As a repeater enthusiast I find it at least 
as educational as the 50th discussion of some tech issue which was available on 
the RB website in the first place.

As for the "FCC rule discussion" part, this appears aimed at stopping the 
endless search for gray areas in the rules, not a simple request for where a 
reference to a particular issue might be found in them.

    The withholding of licenses by the government for criminal offenses
