Me thinks you don't have a complete view of how a trunking system format can be used. Even doing EFJ LTR Format I can and do solve all the above concerns by proper system/radio programming and operation. You need to step back and get an informed view about what you can do with trunking and in many cases a combined trunking & conventional format system. There's no reason why you can't put both public safety and all other desired users onto a trunking system giving the public safety users system priority access. Talk to a technically informed sales person and other people (like your group) doing similar trunking system applications and forget about the empire building non public safety users angle. It's a real head in the sand opinion typical of public safety people when a well thought out and administrated trunking system can really take care of every concern without and shortfalls. And if you plan & pick your format well... the cost per user radio is quite reasonable. Of course as a Kenwood Dealer I'd even propose a new Nexedge System for you.
