All the Terminator Digit does is tell the CPU to look at the DTMF 
buffer(s) to see if they contain valid sequences and, if so, act on 
them. This is useful for not only the scenario you describe but let's 
say there's a continuous carrier so COS never drops. The Terminator 
essentially says "I don't care". Of course COS (or CTCSS closure if 
so chosen) causes evaluation as well.

In addition, using the Terminator allows one to string together 
multiple commands, separated by the Terminator, and the controller 
will act on them one by one. This is VERY useful for programming via 
DTMF remotely.
