what I would do ... unplug the RIC .. and turn 1 radio off .. and power up .. if all is good turn the system off and turn the other radio on and power up .. if still good then power down plug the RIC in then power up the system up again ..
This will tell you A if there is a Problem with the RIC . B Power Supply Problem you say the Radios are good .. so I would point to the power supply .. if you have an AMP meter this will tell you what the system is drawing on the DC side .. ALSO check Fuses and have you read 12V on the power Cords of the radios ?
