Unfortunately, a Quantar has no intrinsic ability to decode DTMF unless it is equipped with a SAM option.
SAM = Station Access Module. With the SAM option you can do exactly what you want with a combination of SAM and wildcard programming. The SAM option can be retrofitted in the field. You can order the module from the Motorola parts department for about $1K. You will also need the SAM RSS program. Programming the Quantar SAM and wildcard options is not a trivial task.
