When I cut R103 I lost all of the audio.  The voltage did go down on the
audio line though.

On the exciter, remove R103 which connects to pin 11 on the audio chip.

If you are not using a local microphone (I don't) my solution is to simply
remove the bias to mic high and forget messing with a cap.
