Someone else suggested moving the pot. Hit it with some cleaner and work it 
back and forth. Then get a replacement ordered from Mouser, or wherever.

  It's still a little early to claim victory but the audio has been solid for 
about an hour now.  What changed?  Moved the modulation pot a bit.

  On the exciter, remove R103 which connects to pin 11 on the audio chip.

    If you are not using a local microphone (I don't) my solution is to simply 
remove the bias to mic high and forget messing with a cap.
