Boy, where to begin. First, I'd check with the insurance carrier regarding your proposal to locate dispatch in a private home. I can see all sorts of snarled lawsuits when something goes wrong. Maybe someone loosing their home in the suit as well.
>From a technical standpoint, you need redundancy. If you are bent on using the Internet, make sure you also have a backup path, like some type of RF system. Can you afford to not be able to dispatch for hours when the Internet goes down because a car crashed into a pole, taking the lines down that were your Internet connection, and the occupants are bleeding to death, but the dispatcher can't dispatch the call?
