FRS is not set up to be used through a repeater.

My only legal/illegal comment would be to make sure the frequencies  
are legal to be used in the host country and whether a license is  
needed or not?

I am not aware of any reciprical (sp?) agreement for any GMRS/FRS  
frequencies between the US and any other country.
