No, but if you have already bought the phone you could perhaps try to follow an unlock guide, these are found on forums etc. for some phones.

I recently followed a guide for the i9305 on xda developers and managed to network unlock, that is, without paying the [old] operator. Obviously, if you can get the phone unlocked to start with, that is always going to be preferable.

Also worth noting is that if it's the bootloader that's locked [too], a network unlock from an operator may not be able to help. A while back I had a [different] phone with a locked network and bootloader, and asked (and paid) an operator to unlock it, but in the end only the network part was unlocked and not the bootloader.

For reference, below is the link to the guide I followed to SIM unlock the i9305, unfortunately this will probably not work for the i9000, so if you've already bought the phone, you'll probably need to either pay or find a different guide somewhere (possibly xda). Note also that following some of the guides isn't without risk or warranty.
