i could offer suggestion for re-wording; but im still not
totally clear of the intention of A3 - i am trying to discern
between these cases:

// the strict interpretation of the current wording:
-

Offers use of AGPL 3-or-later as an option.
+

Offers an AGPLv3 license file as a standard option.

// my current interpretation, based on the feedback, thus far:
-

Offers use of AGPL 3-or-later as an option.
+

Explains the AGPL 3-or-later option.

// but, why specify only the 'AGPL'?
// the -or-later option can be applied to the GPLv2 and v3 also:
-

Offers use of AGPL 3-or-later as an option.
+

Explains the GPL and AGPL '-or-later' option.

// or, to add that implementation instructions should be given:
-

Offers use of AGPL 3-or-later as an option.
+

Explains the GPL and AGPL '-or-later' option,
+ and how to apply it.
