Hello,
A bug-report experienced by lots of users will usually be reported
*again* and *again*. - I accept this as a fact of life. ;-) However
imho reportbug's behavior of hiding bugs tagged pending at the very
end does not improve this.

I know that reportbug just copies the behavior of
http://bugs.debian.org/ but the case is not clear-cut for
http://bugs.debian.org/ - For the package maintainer it makes a lot of
sense to move the "fixed in cvs" bugs to the bottom of the list.

Hello,
thanks for your report.

As you already explained, the BTS does sort the pending bugs at the
end of the list, and so does reportbug, and I don't see a strong need
to diverge from the BTS default, hence closing.
