can you please give me a bit more context here?

The whole template is like this:
"""Dear Maintainer,
*** Please consider answering these questions, where appropriate ***
* What led up to the situation?
* What exactly did you do (or not do) that was effective (or
ineffective)?
* What was the outcome of this action?
* What outcome did you expect instead?
*** End of the template - remove these lines ***"""
and while sometimes I see the template lines (those with ***) being
left in the report, it's the first time I heard the "Dear Maintainer"
line creates any confusion. That was added as a greeting to the
maintainer.
