I haven't made the jump to Tiger yet.  But I can take a shot at it from looking 
at the list above.  It seems that Tiger comes with Perl version 5.8.6 and Fink 
knows this.  However your old installation of Graph is in a directory for Perl 
version 5.8.1.

I don't know if fink has a distribution tree for OS X 10.4 yet.  My version 
hasn't created one.  You may have to modify your Perl search list to look thie 
GD/Graph.pm in a different tree.  Poke around in /sw/lib/perl5 and its sub 
directories to see if Graph.pm is in there somewhere.  Mine is currently in 
/sw/lib/perl5/5.8.1/GD/Graph.pm

If not force fink to do a deletion and reinstall of the gd-graph-pm module.  
That may get it in a recognizable place.
