What version are you running?
2.0

What's the URL of the page containing the problem?
example.com/r/3407/

What steps will reproduce the problem?
1. log in as user A, create and publish a new review request
2. log in as user admin (Superuser), open the new review request, and modify the description field in the review request, and there is no 'Publish' button.
3. log in as user A, again. The changes are available in a draft.

What is the expected output? What do you see instead?
In step#2, I expect to see a 'Publish' button. As a 'Superuser' should be able to modify the review requests created by other users. However, the 'Publish' button is not there.

What operating system are you using? What browser?
ubuntu 12.04; chrome 34.0, FF 10.0

Please provide any additional information below.
The site was upgraded from 1.7.13. It works in 1.7.13. I didn't notice any error messages during upgrade.
