Hi, This isn't something that I feel there should be an option for. It's one of those things that I believe only 1% of users will ever care about. Adding more settings makes it more difficult for us to maintain, test and support Review Board.
I don't think it is ugly to have the contents of the dashboard larger than the contents of the sidebar. Do you mean, though, that the actual box is bigger than the sidebar's box? If so, what browser are you using? They should be the same height.
