Installing from the .tar.gz is going to be a challenge, since it requires a
lot of additional tools that the .egg files don't.

The best way is to download the .egg for Review Board and all of the
dependencies, and then use easy_install with that.

By the way, 1.7.1 is very, very old. Please install the latest 1.7.x
release.
